Emergency Management Specialist

1. Develops emergency management standards, regulations, trainings, and procedures. 2. Prepares for and carries out or coordinates emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters. 3. Provides technical advice and guidance to management officials in the appropriate application of technology to VAMC's mission as it relates to emergency response issues. 4. Coordinates emergency management efforts between the VAMC and the local community emergency response teams for the medical center and all Community Based Outpatient Clinics (CBOCs), Outreach Clinics (ORCs) and Vet centers. 5. Maintains all appropriate program documentation and coordinates program reviews to ensure compliance with VA and Joint Commission Standards. 6. Serves as a technical and program management liaison for the VAMC, with responsibility for providing leadership, guidance, technical assistance and evaluation for matters involving decontamination, technology and compliance, including emergency management systems. 1. Knowledge of and skill in emergency management principles, organizational theory, and techniques of analysis and evaluation methods are required. Incumbent must have a thorough knowledge of procedures, work processes and workload distribution as it pertains to the emergency management program. 2. Knowledge of administrative regulations, operating procedures and policies of VA, VHA, ISHA, EPA, NFPA and Joint commission to establish and improve VAMC programs in emergency response and decontamination. 3. Knowledge of training techniques and ability to develop and deliver training for all level of Medical Center staff on the concepts and procedures involved in Emergency Management. 4. Knowledge and skill in preparing and delivering briefings to senior level management on study findings and recommendations. Facilitator skills are required to successfully bring divergent points of view to a successful positive conclusion 5. Knowledge of an advanced radio communication system and dispatch center. 6. Knowledge of acquisition produces as is relates to Contracting Officer Representative (COR) duties and maintenance of contracts. Incumbent must possess at minimum a Level I COR certification and a desired level II certification. Work Schedule:

Applicants who are Current Federal Employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 or above. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 or above in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
program coordination; skill in emergency management principles; knowledge of emergency management systems; respiratory protection; healthcare decontamination; emergency radio communications; emergency training techniques; first response procedures; first aid and rescue techniques. OR, Education:

Master's or equivalent graduate degree, if related OR, 2 full years of progressively higher level graduate education leading to such a degree, if related OR, LL.B. or J.D., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. Physical Requirements:
The work during non-crisis times is primarily sedentary, but may involve moderate physical effort including walking, climbing, light lifting, etc., when at field locations. During crisis, emergency situations and on site disaster operation, conditions will be likely primitive with little or no shelter, electricity, and water, requiring the incumbent to camp out and fend for self in basic needs. Additionally in times of emergency, long periods of exposure to both cold and hot weather, the elements, lack of adequate food and water, need to heavy lift, bend and reach while caring for patients, staff or movement of heavy objects may be necessary on an intently long period basis.
