Supervisory Social Worker (Assistant Chief of Community Programs)

The Supervisor Social Worker will be experienced in working with the Caregiver Support Program and CARMA (Caregiver Record Management Applications) process. Will have knowledge of CARMA as a workflow management tool used to support the administrative needs of the Program of Comprehensive Assistance for Family Caregivers (PCAFC) and the Program of General Caregiver Support Services (PGCSS) and how these processes are associated with workflow and related tasks. Complete daily Caregiver Support Program reports for VISN and Medical Center. Ensure the development and availability of resources to assist Veterans/Caregivers as well as Veterans enrolled in the HUD-VASH program. Ensure that Outreach and case management efforts are continuous in order to identify and meet the needs of these Specialized populations. Incumbent will ensure that Caregiver Support Program VISN metrics are met as well as HUD-VASH VISN metrics are met at greater than 96% and ensure a lease rate of 100% of homeless Veterans housed. Will ensure that all programmatic consults and screenings occur in a timely manner to ensure appropriate provision of services. Provide supervision to staff in the VJO and related programs ensuring that services are available for incarcerated Veterans and Employment assistance is provided to homeless Veterans. Other duties and responsibilities may be assigned by the assigned supervisor and/or Social Work Chief as needed for the benefit of the of the Veteran, family, and quality of services provided. Additionally, the incumbent may be relocated to another office, or building to include the CBOC, to support the mission of the medical center. The individual may be required to work an irregular tour of duty to include weekends, depending on the needs of the program, service, and medical center. The individual may also participate in the medical center's social work on-call rotation, as required. Social Work on-call is between 11pm and 8am to include evenings, weekends and holidays. The Supervisor Social Worker will be required to maintain a valid state driver's license and will be required to complete mandatory training to operate a government vehicle. Work Schedule:

Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website (www.cswe.org) to verify if that social work degree meets the accreditation standards for a master of social work. Licensure:
Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency:
Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j. Preferred

Strong leadership skill, interpersonal skills and an ability to work with others. Supervisory experience preferred and will be strongly considered. Grade Determinations:
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social worker must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment. At this grade level, Supervisory social workers typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Extended periods of standing, bending and carrying light items such as books, medical records and paper is required. Walking long distance throughout the medical center, on units and between divisions is required. Conducting patient encounters in a community setting or in the patient's home environment may be required. Position often places the incumbent in a position of stress. Due to the nature of the work, the incumbent many come in contact with Veteran patients who are confused, intoxicated or have a contagious condition. Ability to drive a care and have a valid state license is required. Exposure to dangerous situations in the community from traffic accidents to crime is also possible.
